New York City Mayor Bill de Blasio, along with the city`s former First Lady Chirlane McCray, pushed for the early retirement of four of NYPD`s top brass, including the first female three-star chief, because they are White and the administration wanted to diversity the high-ranking positions of the department at the time, new emails in discrimination complaint allege.
