SACRAMENTO — The scene around the California state Capitol building is quiet and largely deserted so far this morning, with just one man with a microphone singing and preaching in front of the chain-link fence that was set up earlier this week as some two dozen CHP officers and vehicles stand guard just behind him in the west steps of the building. Some two dozen Sacramento police officers arrived at the Capitol shortly after 11 a.m., and the California Highway Patrol has deployed an armored vehicle on the south steps of the building.
