Billy Ocean has announced his first studio album in more than a decade to mark his 70th birthday. The `When the Going Gets Tough, the Tough Get Going` hitmaker is set to release `One World` - his first record of new material since 2009`s `Because I Love You` - to mark his milestone birthday on January 21.
