A federal judge in Washington, D.C., on Thursday dismissed a lawsuit filed by House Republicans against the House Democratic majority that allows members to vote remotely by proxy during the COVID-19 pandemic, with the judge saying the suit is barred by the Constitution`s Speech or Debate Clause.
