Venice was submerged by choppy water as the highest tide since 1966 hit the city leaving tourists and locals to wade through the streets and in St Mark`s Square. A flood alarm sounded across the city when the  `acqua alta,` or high waters, peaked at six feet (1.87 metres). Venice´s mayor, Luigi Brugnaro, said he would declare a state of disaster for the city.
