The Narendra Modi government could have attempted at bringing about behavioural change among people as in Swachh Bharat Mission and single-use plastic ban instead of enhancing penalties for violation of road traffic rules. About half of the states in India have already opposed the enhanced penalties. It is first such law to face such resistance in five years.
