Ask anyone in Toronto politics what the biggest challenges facing the city are, and you will inevitably hear affordability and gridlock among the top two. This was true in 2010 when I helped Rob Ford run for mayor, and it was true in 2014 when John Tory was elected mayor — in part on promises to reduce congestion.
