WASHINGTON — House Speaker Nancy Pelosi believes opening an impeachment inquiry into President Trump’s misdeeds would be risky. She needs to realize that not doing so is beginning to look riskier. On Friday, there were reports that the testimony of former special counsel Robert Mueller before Congress may be moved from July 17 to later in the month. But after we do hear from Mueller, the impeachment question will demand an answer.
