The family of a mentally ill man who collapsed and died after being restrained in police custody have spoken of their shock that gross misconduct proceedings against four officers have been dismissed. Ken and Alison Orchard said they were not surprised at the decision to end disciplinary hearings against two sergeants and two constables.
