SACRAMENTO, Calif. (AP) - The latest vote tallies from Los Angeles and Orange counties show Democrat Vanessa Delgado has won a special election to replace a California state senator who resigned over sexual misconduct allegations. Numbers released Friday show Delgado ahead of Republican businesswoman Rita Topalian by 4 percentage points, a wide enough margin to ensure her victory. ......
