The Columbia City Council approved on a 6-1 vote the annexation of about 10 acres near the city’s newest elementary school Monday.Third Ward Councilman Karl Skala was the dissenting vote in the decision to annex the property at Route KK and Scott Boulevard near Beulah Ralph Elementary.The parcel, which had been zoned for agriculture, can now host small shops and offices.Crockett Engineering Consultants, on behalf of J.
