The Federal Communications Commission proposes to adopt an order this week that allows Internet Service Providers (ISPs), the gateways to the Internet, to sell priority access, even if doing so slows other Internet users. In 2015 the FCC banned ISP paid-priority deals and required “reasonable” network management to safeguard the Internet’s open character. The FCC plans to reverse those rules and allow ISPs to collect tolls to distribute content on the Internet.
