HC questions transfer made on DO notes

Shimla: The Himachal Pradesh high court has turned down a transfer made on the recommendation of an MLA, saying an elected representative cannot have a right to claim that a particular employee should be posted at a particular station. According to the court, this choice has to be made by the administrative head, that is, the executive and not the legislators.
