Depression expected to become Tropical Storm Josephine on Thursday, National Hurricane Center says

A “struggling” Tropical Depression Eleven hadn`t yet become Tropical Storm Josephine by Wednesday night, the National Hurricane Center said.The depression is still expected to strengthen to a tropical storm, and will likely do so on Thursday, the hurricane center said in a public advisory issued at 11 p.m. Wednesday.
