The number of tents pitched by homeless people on Main Beach has grown to 25 between the wharf and the Boardwalk. Santa Cruz Police say they’re powerless to remove them. The Santa Cruz City Council at 7:30 p.m. Tuesday will consider implementing a Main Beach Public Access Policy authorizing the public´s use of the dry sand portion of the beach during the hours of one hour before sunrise to midnight.
