SANTA CRUZ — Labor negotiators for the city and one of its midlevel management groups reached a contract settlement agreement Thursday, shortly after declaring a negotiation impasse. The breakdown became public Tuesday, when numerous workers from the Supervisory Employees Operating Engineers, Local No. 3, appealed to the Santa Cruz City Council to reconsider the city’s “last, best and final offer” on a new contract.
