After 5-day standoff, Oregon Democrats fold to GOP on climate

PORTLAND, Ore. — Seemingly outnumbered on a polarizing climate change bill, Republican members of the Oregon Senate fled the state last week to deny Democrats the chance to pass it. On Tuesday the gambit appeared to have paid off. Senate President Peter Courtney, a Democrat, said the bill, which would create a cap on the greenhouse gas emissions from transportation, manufacturing and utilities and require polluters to purchase credits to go over that cap, lacked the votes to pass. “House Bill 2020 does not have the votes on the Senate floor,” Courtney said from the chamber’s dais. “That will not change.” Courtney went on to list unrelated bills that...
