Manhattan Beach, the second Southern California city to ban plastic bags, prides itself on being a local leader in environmental legislation. But the city may be caught on a meat hook when it comes to polystyrene. The City Council this week delayed — on a 3-2 vote — a decision on whether to ban the foam meat trays used at grocery stores. Manhattan Beach would join San Francisco, San Diego and Malibu in prohibiting polystyrene, if the ban — proposed by staff and supported by environmentalists — eventually passes.
