The two men chosen to lead a provincial review of regional governments in Ontario are not the type to bend to political pressure, according to someone who has worked closely with both.“I don’t know if the premier has a preconceived notion of what needs to be done, but if he does, he’s picked the wrong two guys,” said Harry Kitchen, professor emeritus, Trent University, referring to Michael Fenn and Ken Seiling.Fenn was Ontario deputy minister under three premiers and a municipal chief administrator in Hamilton and Burlington. Seiling was elected chair of Waterloo Region in 1985 and retired from the role on Nov. 30, 2018. “They’re honest, thorough, fair, I’ve never seen them in a position where they got pushed around in any political manner. I don’t expect it now,” said Kitchen. The Ontario government under Premier Doug Ford announced Tuesday it is moving ahead with a review of regional government and appointing Fenn and Seiling as special advisers. The review will examine Ontario’s eight regional municipalities (Halton, York, Durham, Waterloo, Niagara, Peel, Muskoka District, and Oxford County), the County of Simcoe, and their lower-tier municipalities.Read more:Doug Ford’s government reviewing Peel, Halton, Durham and York governments“The regional government model has been in place for almost 50 years in Ontario and we are taking steps to ensure that regional governments are working efficiently and effectively,” according to the news release.Fenn and Seiling have been tasked with consulting widely, including with municipal leaders and staff, municipal and business stakeholders, members of the public and communities and organizations if necessary.
