Chino officials are at odds with the California Department of Corrections and Rehabilitation over a plan to built a mental health facility at the California Institution for Men. The 48,000-square-foot facility would provide temporary care to Southern California inmates in acute crisis, addressing an imbalance in mental health services in the region, according to corrections officials.
