PATNA: Bihar chief minister Nitish Kumar on Friday set three stiff targets for the Bihar State Power Holding Company Limited (BSPHCL) - implementation of `Har Ghar Bijli´ scheme of the state government by December this year, creation of agriculture feeders by March next year and replacement of old transmission lines by 2020.
