When Xavier Becerra’s father was a young man in California, restaurants barred people like him. Businesses would post signs with the words `No dogs or Mexicans allowed.` Born in the U.S. but raised in Tijuana, Manuel Becerra left school around the sixth grade, crossing the border with his relatives to find work picking crops in the fields of California.
