(SAN JUAN, Puerto Rico) — Hurricane Maria barreled toward Puerto Rico on Tuesday night after wreaking widespread devastation on Dominica and leaving the small Caribbean island virtually incommunicado. As rains began to lash Puerto Rico, Gov.
