Schools in Toronto`s at-risk neighbourhoods improving

There are more declining schools than there are improving in this year’s Fraser Institute Secondary School Report Card, but 10 out of 16 — over 60% — of the ones that are steadily scoring higher are in Toronto, and of those, half are in “priority” neighbourhoods. Peter Cowley, who co-authored the study, said that’s something Toronto’s school boards shouldn’t ignore.
